Administrative History

During the pioneer years of the early 20th century, the Mennonite Brethren churches of the North and South Saskatchewan Districts met separately because of the distance involved. Travel with horse and buggy made it impossible to meet as one unified conference. As the two districts grew they developed strong provincialism and barriers to mutual understanding.

The immigration of the 1920s increased the membership in the existing church groups and led to the establishment of new churches. These new churches came to form a bridge to bring the North and South Districts closer together. Increasing economic prosperity and accelerated development of means of transportation and communication were other factors that brought the districts closer together. The result was a mutual desire for closer fellowship and a better working relationship. In 1967, a proposed constitution uniting the North and South Saskatchewan Districts was read and accepted.

Since this time, the Saskatchewan provincial conference of MB Churches has undergone many changes and processes of reorganization. This fonds consists of textual documents, photographs, sound recordings, and digital records documenting the history, changes and growth of the Saskatchewan Conference of Mennonite Brethren Churches.

Custodial History

Most of these records came to the Centre for Mennonite Brethren Studies in 1996 from the Bethany Bible School, where they had previously been housed. Since 1996, additional files have been donated and added from a variety of sources. In 2014, Ralph Gliege, the outgoing Director of Church Ministries, donated several boxes of documents and materials. In 2021, Phil Gunther, SKMB Director of Ministry, deposited several boxes of files for preservation. Ongoing accruals expected.

IV. Saskatchewan Conference of MB Churches Executive.
1966–2002.

  •  This series consists of minutes and documents from the Executive and the Executive Board. It also contains correspondence, including minister’s certificates.
  •  When the two districts were joined together, a reorganization of boards and committees was necessary. In the 1969 SKMB Conference Yearbook, an outline is given for the Executive (separate from the Executive Board). The Executive was to be made up of 4 individuals – the chairman, assistant chairman, treasurer and secretary. These members were to serve as representative officers for the Board of Reference and Council and the Council of Boards. These members were to take the initiative for handling matters that fell outside the jurisdiction of other boards, give support and leadership to churches and handle Conference finances.
  •  Currently, the Board is composed of a Moderator, Assistant Moderator and the Secretary.

V. Saskatchewan Conference of MB Churches Executive Board.

  •  The Executive Board was created in 1992 and consisted of 7 members. These members were the Executive and 4 delegates from the 4 Conference Boards. The Executive Board was to provide leadership in promoting vision and setting goals, to co-ordinate the plans and activities with various boards, to respond to the Canadian or General Conference in matters that related to the Provincial Conference and for providing general administration.
  •  Currently, the Board consists of the Executive, and one representative from each of the 3 Conference Boards (Board of Faith and Life, Harvest Saskatchewan Team and Board of Management), as well as all staff.

VI. Saskatchewan Conference of MB Churches Board of Trustees/Board of Management.

  •  This series consists of minutes, financial documents, reports and correspondence related the Board of Trustees.
  • In 1967, the Board of Trustees began as an amalgamation of 3 South District members, 3 North District members, and 3 members at large. Their duties were to explore group insurance for Mennonite Brethren pastors, and to be responsible for the purchase and/or sale of Conference properties.
  •  In 1969, a new outline was made for the Board of Trustees. There were to be 9 members in total, with 3 members elected annually for 3 year terms. The Board was to represent the Conference in all legal, business and financial issues, supervise all Conference properties and Real Estate, and administer the Conference treasury and compiled budget. These duties remained consistent over the years.
  •  In 1986, the Board of Trustees was renamed the Board of Management.

VII. Saskatchewan Conference of MB Churches Board of Christian Education/Christian Education Committee.
1967–2002.

  •  This series consists of minutes, correspondence and programs of the Board of Christian Education/Christian Education Committee.
  • The Board of Christian Education was to instruct and inspire individual teachers and members of the local church in their teaching ministries. In 1967, the committee began as representatives from the North and South Districts. In 1969, the Board was formally organized. They were to have 9 members, with 3 members elected annually for 3 year terms.
  • The Board was to stimulate interest and activity in areas of youth, music, Sunday School, mid-week programs, libraries, camps and Daily Vacation Bible Schools. They also planned Sunday School, Youth and Music activities for the province.
  • The Board was dissolved in 2002, when the Saskatchewan MB Conference decided it needed to be reconstructed.

VIII. Saskatchewan Conference of MB Churches Board of Missions.
1961–1984.

  • This series consists of minutes, correspondence, financial reports, programs, publications and photographs related to the Saskatchewan Board of Missions.
  • In 1969, the Board of Missions was comprised of 9 members, with 3 members elected annually for 3 year terms. A field director was to be appointed for an indefinite period of time by the Conference upon the recommendation of the Board of Missions.
  • The Board of Missions was to oversee and direct Mennonite Brethren Missions in Saskatchewan. This included finding workers for Saskatchewan mission fields, keeping churches informed about the needs and progress of mission work, and encouraging, advising or admonishing mission workers.
  • The Board was dissolved in 1976, when changes were made which incorporated the Board of Missions with the Board of Reference and Council to create the Board of Church Ministries.

IX. Saskatchewan Conference of MB Churches Board of Reference and Counsel/Board of Faith and Life.
1966–2015.

  • This series consists of minutes, correspondence and reports related to the Board of Reference and Counsel.
  • In 1969, the Board of Reference and Counsel consisted of 9 members – 3 of these members came from the Executive, while the other 6 members were elected. The duties of the Board were to watch over the spiritual welfare of churches and provide advice regarding issues related to fundamental doctrine and policy. Other Board duties involved serving as the Pulpit Committee and appointing the brethren who would be able to attend the annual minister’s course at the Canadian Conference’s expense.
  • In 1976, the Board of Reference and Counsel was combined with the Board of Missions to create the Board of Church Ministries. Things changed once again in 1982, when the Board of Church Ministries requested that additional boards be created for more efficiency. As a result, the Board of Reference and Counsel was reinstated in 1984.
  • The newly reinstated Board of Reference and Council maintained its previous duties, while also receiving new ones. The Board was also in charge of licensing and ordination of ministers, as well as promoting conference loyalty. Some of these files are RESTRICTED as they are personnel files.
  • In 2001, the Board of Reference and Counsel was renamed, becoming the Board of Faith and Life.

X. Saskatchewan Conference of MB Churches Ad Hoc Committees/Convention Planning.

XI. Saskatchewan Conference of MB Churches Harvest Saskatchewan Team (HST).
2007–2014.

  • In 2006, the SKMB Conference Executive established a task force to develop a “Key Communities” proposal for the Saskatchewan Conference. The task force was to be made up of the Ministry Leadership Development Team (MLDT) and the Board of Church Extension. The proposal was approved and took effect in 2007, when the Board of Church Extension was dissolved and the Harvest Saskatchewan Team, which was already initiated, received the mandates previously belonging to the Ministry Leadership Development Team and the Board of Church Extension.  In this way, it could be assured that the initiatives of the MLDT and the Board of Church Extension continued to be addressed alongside those of the Harvest Saskatchewan Team.
  • The Harvest Saskatchewan Team was also responsible for the development and structure of a new Conference Board, which was to be presented at the 2008 Saskatchewan Convention. This new Board was to have its own mandates, specifically in regards to mission-minded churches, leadership development and healthy growth resulting from churches planting churches. The Board was to maintain the name “Harvest Saskatchewan Team,” with a mission statement of: “Helping Shape Missional Churches for the Harvest in Saskatchewan.”
  • In 2012, the Harvest Saskatchewan Team partnered up with the C2Cnetwork of the Canadian Conference of Mennonite Brethren Churches, who shares the same mandates but operates on a national level.

XII. Mennonite Central Committee of Saskatchewan.
1967–1987.

  • Stemming from the Mennonite Central Committee of Canada, MCC Saskatchewan has a broad mandate to work in areas of peace education, relief and development, voluntary service, immigration, government contracts, and other areas of mutual concern between Mennonites and Mennonite Brethren. Numerous programs and services have been established, as well as annual relief sale events and mission services.

XIII. Saskatchewan Conference of MB Churches Bethany Bible Institute Committee.
1966–2001.

  • This series consists of minutes regarding the joint sponsorship of the Bethany Bible Institute and reports of the Bethany Conventions. Also included are 3 two-sided sound recordings produced by the radio station CFQC in Saskatoon of the Bethany Bible School radio choir singing well-known hymns.
  • In 1967, the Bethany Bible Institute (BBI) was accepted as a Provincial Conference school. BBI had previously been sponsored by individual churches, but now fell under the jurisdiction of the Saskatchewan Conference. At this time, the Board of Reference and Counsel also began to explore ways in which the Saskatchewan and Alberta Provincial Conferences could co-sponsor the Bethany Bible Institute financially. A motion was accepted by both Provincial Conferences in 1968 that Bethany Bible Institute would be co-sponsored by Saskatchewan and Alberta. At this time, mandates were also given to the Bethany Bible Institute Committee. The Committee was to interpret and carry out the purposes and policies of BBI as decided at conventions, to present reports, recommendations and the budget at the annual BBI conventions, to arrange and conduct all necessary financial and business matters, to review the course of studies and teaching programs, as worked out by the faculty, and to appoint faculty members.

XIV. Saskatchewan Conference of MB Churches women’s Organization.
1970–1991.

  • This series consists of correspondence and records regarding women’s donations to home and foreign missions and relief organizations – predominately between 1970 and 1983. The records were created by the South Saskatchewan Women’s Auxiliary, the Northern district Women’s Missionary Fellowship, the Saskatchewan Ladies Mission Auxiliary and by Women’s Missionary Fellowships and Ladies Aids of various Saskatchewan MB Churches.
  • In the 19th century, Mennonite and Mennonite Brethren women would initially meet to knit and sew for missions and to share their personal testimonies. Women would continue this tradition in the 20th century, meeting for service, fellowship and worship. They would also establish provincial and national organizations, so that they could work more systematically and effectively for missions. Considered to be a subsidiary organization, no reports of their activities or donations were included in Conference yearbooks.
  • In the 1970s and 1980s, the emphasis of these women’s organizations began to change from service orientation to one of fellowship and spiritual growth.

XV. Saskatchewan Conference of MB Churches Pastoral Development Team/Ministry Leadership Development Team.
[1990?], 2002–2005.

  • The Pastoral Development Team was established in 2002 as a way to assess the future needs of training and mentoring pastors.  Team members were to solicit input from SKMB churches, pastors, Bethany Bible Institute, and MBBS in regards to present and future seminary and leadership training for pastoral staff serving in Saskatchewan. From this information, the team was to explore “in-Saskatchewan” options for long-term leadership training. A preliminary report with recommendations was to be presented to the SKMB Conference Executive in November of 2002, with a final report and recommendations to be presented at the 2003 SKMB Convention.
  • After the findings were presented, the Saskatchewan Conference decided to provide the team with an additional 2 year mandate. The team was renamed the “Ministry Leadership Development Team,” and their mandate was to over-see the implementation of the joint proposal submitted by the Bethany Bible Institute and MBBS for pastoral leadership training in Saskatchewan.  This team would be incorporated into the Harvest Saskatchewan Team in 2007.

XVI. Saskatchewan Conference of MB Churches Board of Church Ministries.
1984–1984, 1986–2002.

  • The Board of Church Ministries was established in 1976 and contained a total of 9 members. Three of these members were elected annually for 3 year terms, while the other members were made up of the executive. The Board of Church Ministries had many mandates, many of which coincided with the mandates given to the Board of Reference and Counsel and the Saskatchewan Board of Missions. Some of these mandates included examining and correcting areas of concern arising in local churches, acting as resource body to all established churches and overseeing and directing all missionary endeavors of the SKMB. The Board was also asked to supervise and evaluate the work of the Director of Church Ministries, providing adequate equipment, facilities and assistance.
  • In 1984, the Board was reorganized into a Combined Board of Church Ministries. This “combined” board consisted of the newly reinstated Board of Reference and Counsel, and a new Board – the Board of Church Extension. Both boards were to have 6 members each. In addition, the combined board was to have a moderator and assistant moderator, a director of church extension and a director of church relations, as well as a provincial treasurer. The mandates for this combined board remained relatively the same, except that the work load was now divided between two boards.

XVII. Saskatchewan Conference of MB Churches Director of Church Ministries.
1976–1978, 1993–2015.

  • In 1973, it was recommended that the Director of Saskatchewan MB Missions be given a new title – Director of Church Ministries. This was enacted in July, 1974. Now the Director of Church Ministries be responsible for providing spiritual ministry to churches, direct church extension programs related to the SK Board of Missions and report to the Executive and to the Board of Reference and Counsel.
  • This role was updated in 1975, so that the Director of Church Ministries was accountable to the Board of Church Ministries.  Additional responsibilities were added – namely that the Director of Church Ministries be available to pastors, resource churches, encourage pastoral internships and stimulate church growth.
  • The role was updated once again in 1993, and the Director of Church Ministries became accountable directly to the Executive Board.
  • The series includes statistical reports on churches, Sunday School, and pastors.

  • In 2014, Ralph Gliege, the outgoing Director of Church Ministries brought several boxes of his Director files to CMBS for preservation. For each SKMB church or ministry, he gathered the files relating to it (i.e., correspondence he had with the church) and created a detailed finding aid for each one, which appears as the first page in file folder. See Vols. 1513–1514 below. Some of these files are RESTRICTED as they relate to conflict at the particular church or they are personnel files.

XVIII. Saskatchewan Conference of MB Churches Board of Church Extension.
1984–2006

  • The Board of Church Extension was officially implemented in 1984. The board consisted of 6 members – 2 members elected annually for 3 year terms. All members of the board were to report to the Combined Board of Church Ministries.
  • The Board of Church Extension was to oversee the work of church planting in new areas and to provide guiding principles for church planters and church planting. This role involved supervising mission churches and making appropriate recommendations in regards to subsidies until these churches became self-supported. The board was also to keep churches informed of the progress and needs of extension programs, to promote evangelism in the Conference and to recommend a suitable candidate to serve as the Director of Church Extension.
  • The Board of Church Extension continued its work until 2007, when it was dissolved. Its mandates were taken up by the Harvest Saskatchewan Team.

XIX. Saskatchewan Conference of MB Churches Council of Boards.

  • The Council of Boards was created in the original 1969 organization of the Saskatchewan Conference of MB Churches. This board was a combination of: the Board of Reference and Counsel, Board of Christian Education, Saskatchewan Board of MB Missions and the Board of Trustees. The purpose of this board was to coordinate Conference activities and to act as the Conference between conventions when necessary.
  • Presently, the Council of Boards is made up of the Board of Faith and Life, the Harvest Saskatchewan Team and the Board of Management.
