Mennonite Brethren are historically known among the Anabaptist-Mennonite collection of churches to be a growth-oriented denomination, as seen by their predisposition to renewal, mission, evangelism, and church planting. Accompanying a growth-orientation, there is often a readiness to embrace change or innovation, if it is perceived as increasing growth potential.

The name of this series is called Transitions 2004–2012 and attempts to document the transitions in governance patterns that were initiated and developed during this period of time.

The transitions began in 2004 when the Canadian Conference of Mennonite Brethren Churches was reorganized under the Governance Model designed by Les Stahlke (for more details, see Canadian Conference of Mennonite Brethren churches fonds description). Under the new Governance Model, six focus areas were presented to Mennonite Brethren constituents: faith and life, healthy churches, reaching out, leadership development, communication, and financial services.

The reorganization of the Conference and its staff involved the dissolution of all boards and committees and the formation of departments that corresponded to these foci. The boards were given until January 2005 to bring closure to their projects, at which time their duties were relocated within the new departments. For example, Cam Rowland, originally the director of the Board of Discipleship Ministries, became the director of Church Health and Communication, and Ewald Unruh, previously the director of the Board of Evangelism, became the director of Evangelism Canada and Leadership Development.

With the Key City Initiative program ending in 2006, the Conference searched for another way to keep the national motivation for church planting alive. ReGenerate 21-01 was introduced in 2008 in an effort to connect 21st century churches with the vitality of the 1st century churches (21-01) by focusing on church planting, church health, and leadership development. Cam Rowland remained director of Communication, while Ewald Unruh became director of ReGenerate 21-01. This department was renamed in 2010, becoming the department of Church Ministries.

The service of "reaching out" remained under Church Ministries until 2011, when Gord Fleming was hired by the Canadian Conference as the national church planting director. Having spent many years on the board of Church Planting BC, Gord brought along a vision for a national church planting community that worked together with the provincial conferences. In order to realign the national and provincial church planting effort, the C2C Network emerged as the Canadian Conference's national church planting network in 2012.

In 2012, the transitions began to settle out with Church Ministries dividing into two departments: Church Planting (i.e., the C2C Network) and Leadership Development/Church Health. Ron Toews became director of Leadership Development in 2012, working together with Church Health administrator, Dave Jackson. In 2013, this department was renamed "Resourcing Churches Developing Leaders," a name which was replaced with "L2L" (an acronym left intentionally ambiguous, meaning: Learners to Leaders or Leaders to Learners) shortly after in 2014. The L2L network continues to provide leadership development and church health resources to churches. By 2014, the C2C Network was collaborating with some 15 other denominational church planting efforts across Canada, offering services of assessment, coaching, internships, and apprenticeships.
